I have the honor to acknowledge the receipt of your letter o the 4th instant, Fo. 150.456/40, quoting a telegram received from

the Consul General at Hongkong, relative to the alien James Ryan,

alias James Poulton, who was recently deported by this Department

to Calcutta, India, and has been refused landing et Hongkong and turned by the British authorities on the SS "Hipon Heru". which

brought him to that port.

This action of the officers at Hongkong is very much regretted

in view of the fact that the alien is a British subject and waB

As he is en route to Caloutta, where he was born 48 years ago,

a dangerous criminal, who has spent most of his life in prison,

it seems particularly desirable to adopt extraordinary means to

accomplish his return to Calcutta.

I therefore beg to request, subject to your approval, that the

matter be taken up with the British Ambassador at this capital,

with a view to having the Hongkong authorities authorized to par-

mit the landing of Ryan at that place, for passage to Calcuttu,

and would urge that decision be expedited as the alien is now in

aetention
